If you need to design a page then you should use XAML.
for example:
If you need to do something on clicking the created button then you have to use C# [ in your case ].
for example:
private void OnButtonClick(object sender, RoutedEventArgs e)
{
BindNamesToListBox();
}
So both XAML and C# are important.
