Add special character between single quotes

I need to add special character between single quotes. for eg. I have some string 'test' , I need it as '%test%'. How to achieve this?

How do I achieve when the occurrence is multiple. for eg. am having a string as follows   (Name LIKE 'smith' AND PhoneNo = '0' AND Name LIKE 'CT' AND Gender = 'M'  AND Age = '40')    In the above string, I need 'smith' and 'CT' as '%smith%' and '%CT%'.   How to achieve this?
