Your Web Page, your class, inherits of the Page class:

And the Page class has a Property called IsPostBack. Since your page inherits from Page, it has direct access to all the properties of the Page class, including the IsPostBack property.
However, there is nothing stopping you from being explicit in referencing this Property using Page in the second example.
