I do not know a lot about encodings and such. I think you need to use an encoding that allows Hebrew. Look at HTML files that show Hebrew correctly; that might be a quick way to determine what encoding t use. In your code, you use Windows-1255 for the Charset but I think that does not specify what encoding to use for the HTML; you need to specify the encoding in the HTML.
In IE you can determine what encoding is used by doing "View | Encoding". You need to put the encoding in the HTML; I do not know how to do that but I could figure it out very quickly and I think you can figure it out too.
