I now wish this program to run but it shows an error in this line "   byte[] Stm = StereoToMono(p); "

Audio isn't one of my areas of expertise but I'd have thought that to convert stereo to mono you should be averaging the two stereo channels and placing the result in the single mono channel.
Also I'm not sure you can treat an mp3 file as a raw byte stream for this purpose but, ignoring this for the moment, the modified code to deal with the first point would be:

Still the code is showing error that index is out of bound.

Your StereoToMono method needs to be declared as static for it to compile:
public static byte[] StereoToMono(byte[] input)         {             byte[] output = new byte[input.Length / 2];             int outputIndex = 0;             for (int n = 0; n             {                 // copy in the first 16 bit sample                 output[outputIndex++] = input[n];                 output[outputIndex++] = input[n + 1];             }             return output;         }
You might also have a problem in accessing a file on the root directory of C: drive unless you're running with administrative privileges.
