how they decide about winner of months? based of their contribution in current month for articles and etc or based on their ans marked for post in forum

There were many problems with giving prizes for forum answers.
Personally, I think people should try to find answers themselves, but since this web site was giving prizes for answers, we were likely to help people with answers they could easily find themselves. That means that many answers were very simple and not the most valuable for use by others. This web site is of course mostly interested in content that is the most useful by many people and that will therefore attract the most people.
Another problem is that many times answers might help the person asking the question but the web site moderators did not consider the answers to be worth giving prizes for. Answers that were just a link to someplace else is the most likely example of answers that are considred not worth prizes. I understand that this web site wants to accumulate content that belongs to them, but the problem with not allowing external links is that it encourages people to copy code from someplace else and paste in a reply.
So it is simply not easy to decide what is fair. Making the descision about what is fair requires that the moderators spend a lot of time checking the replies in the forums, so it becomes too much work for them.

Now we are giving away prizes for contributions in the site. Contibutions can be articles, blogs, resources etc for that particular month.

As for prizes for writing articles, I am especially interested in knowing what is happening. Try doing this: go to the home page and near the bottom of the menu on the left side is Prizes ; note that it says "Winner is not available". If I select March explicitly, it still says "Winner is not available". So I am not sure if they have become undecided of the winners for March.
I don't know what the rules are for winning prizes for writing articles. Apparently it is not determined by quantity; I think it is determined by quality, but I am not sure. For me personally, I am not sure whether it is better to write articles for this web site or to put articles in my own web site. The possibility of getting prizes makes the descison easy, but there is a lot of competition now. I did spend a lot of time writing the articles that I have contributed and I have more I am working on.
