OOPs concepts are same.Itwon't change based on language. The language syntax/some keywordsare vary."C" is not an object oriented language, C++ is a (partial) oops language, C#/Java are fully oops language."C" doesn't have the abilityto support all the OOPs concepts. Where as C#/Javalanguages are designed from ground tosupport all oops concepts.
Say for example, inheritance is an OOPs concept, where the child class inheritssome functions/attributes from its parent class. You can implement this in C++, C#/Java too. But the syntax to achieve will bedifferent based on language. That's all. :)
