Actually microsoft decided to implement the caching which can improve the performance. The page level caching is something like static page content it can be cached and all the subsequent request can utilize that.
Some of the page, you may have some static content and some of them may be dynamic content. So you can't blindly use the page level caching.
There is some need to identity the area which needs to be cached and some portion not to be cached.

In the page-level caching an entire Web page is cached whereas, in the fragment caching, a part of the Web page, such as a user control added to the Web page, is cached.
