I have did quite a lot search but failed to fina how to using SSL (Https) to consume remote web services from client side and using ServerCertificateValidationCallback.
Does anyone have any documents or samples to make a reference?

Thanks, what do you mean install certificate? At client side or server side? Install server certificate or client certificate? Install in IE?

use following steps:
1. Install user certificate
2. Dim certfile As System.Security.Cryptography.X509Certificates.X509Certificate
certfile = System.Security.Cryptography.X509Certificates.X509Certificate.CreateFromCertFile(location of cer file)
webserviceObject.ClientCertificates.Add(certfile)
