.Net Core supports all type of hosting you can use visual studio as IDE to develop a website from scratch on any platform of your interest like asp.net webform , asp.net MVC or .Net Core. you can directly deploy your website to FTP server by selecting publishing method as FTP in visual studio publish option. It is not wordpress that you have builtin CMS , you will have to create it from scratch , but yes there are number of third party CMS providers which may or may not fit to your requirement.
