Windows 8
Bottom of the "Ask a Question" web page there is a file attachment raw. I couldn't see it in the Windows 8. Those who use Windows 8 please let me know whether it is a similar occurrence in your computer.

But file attachment feature is working with my Hotmail.
I tried with other computer in my home which is having windows 8 with Google chrome browser but I couldn't see even file attachment raw at the bottom of the "Ask a Question" web page.
I don't know the reason. Could you please find out the reason?
How about trying other browsers (Firefox, Safari) to surf C# Corner only?
My Internet Explorer also is not working.

I am using Windows 8, it looks fine to me.
Which browser are you using?
